Situation

The psalm says the fool tells himself there is no God, describes God looking down from heaven and finding no one who does good, and ends by longing for rescue to come out of Zion. It is a near duplicate of Psalm 14 with a different ending.

Key Background

Psalms 42 through 83 form a section where an editor replaced the personal name of God with the more general Hebrew word for God, which is why this version reads differently from Psalm 14 in exactly that way. The fool here is not someone unintelligent but someone morally reckless who assumes God will never call him to account, since practical atheism rather than philosophical denial was the live question in that world. Zion is the ridge in Jerusalem where the temple stood, so hoping for rescue from Zion meant hoping God would act from his own dwelling place.
