Situation

Someone calls to God out of the depths, admitting that if God kept a record of sins nobody could survive the audit. The psalm turns on the fact that God forgives, and the singer waits for him more eagerly than night watchmen wait for morning.

Key Background

Israelites were not seafarers and thought of deep water as chaos and death, so the depths stands for overwhelming trouble rather than an actual sea voyage. Watchmen worked in shifts through the night and the last shift before dawn was the longest and coldest, which makes their waiting for sunrise the sharpest available picture of impatient hope. This is one of the psalms later Christian tradition grouped as the penitential psalms, and Jewish practice has long used it in prayers of mourning and repentance.
