Situation

A bull was the standard image of strength and fertility across Egypt and Canaan, worshipped in Egypt as the Apis bull and used elsewhere as the pedestal a god was pictured standing on, so the people were probably not swapping God for another deity but trying to give him a visible form of the kind they had grown up with. That is why Aaron announces a festival to the Lord rather than to a new god, and why the breach is still total: the covenant they had just accepted forbade images outright. Breaking the tablets was the recognised legal act of voiding an agreement, and grinding the calf to powder and making the people drink it mirrored an ancient ordeal in which the guilty had to swallow the evidence of their offence.
